I agree with you Ansel. I think with the internet in general, there are lots of ways that people have discovered of earning from other people’s work. There are so many people who literally steal an entire article and publish it on their own site. I have even had academic “essay writing” services (in other words they do peoples homework for pay) sell some of my work which I am still trying to determine ways of combating. I have some things that were stolen that I have fought and given up on ever regaining the writes to as I can’t figure out a way to prove they stole it (evidently if you have a blog or site up that has been up for years you can change the date on a post to make it look like it was published before the person who really wrote actually published it). I haven’t hear about what you mentioned in terms of there being a publication that uses rejected text to give to others to publish but I know this goes on with fiction and poetry online a lot.
